IRS transcript review: find the real balance before anything else

Before a payment plan, an offer or a hardship request, there is one question: is the number right? A transcript review answers it for every year at once, and often changes what the right resolution is.

A transcript review does not pause any IRS deadline. If you hold a final notice of intent to levy or a notice of deficiency, the 30 or 90 days on it run regardless, and the review has to fit inside them. The transcripts themselves are available online at once, or in 5 to 10 days by mail.

Why the notice is not enough

An IRS notice covers one tax period and one moment. A household or business with several years in play gets several notices on several schedules, and none of them shows the whole account. Decisions made from the notice in hand are made on part of the picture.

The transcripts show all of it. The account transcript for each year records what was assessed and when, every payment and credit, penalties and interest, and changes made after the return was filed. The wage and income transcript shows what the IRS thinks you earned.

What a review looks for is the gap between what the IRS holds and what should be there. That comparison is where most errors are found, and it is the part no automated tool does.

WHAT A REVIEW PRODUCES

  • Every year with a balance, the balance, and how much of it is tax, penalty and interest
  • The assessment dates for each balance, and the collection end date worked out from them
  • Payments that were credited to a different year from the one intended
  • Years with no return on file, and years where the IRS prepared a substitute
  • Penalties that may qualify for first-time abatement or reasonable cause
  • Income on the wage and income transcript that does not match what was reported

The deliverable is a plain-language summary, one page where the account allows, not a stack of coded printouts.

What the findings change

A misapplied payment reduces the balance for the year it was meant for, and sometimes removes a penalty that was only there because the payment was missing. That is a correction, not a negotiation.

A substitute return found on the transcript points to filing an original return, which usually cuts the assessment. Penalties that qualify for relief come off the balance before any plan is set.

The collection end dates change the strategy itself. A balance with little time left to collect is a different problem from one assessed last year, and choosing between an installment agreement, a partial payment agreement, an offer and hardship status depends on it. None of that is visible from the notice.

How the transcripts are obtained

There are two routes, and neither needs a power of attorney. You can sign in to your own IRS Online Account and download the transcripts, which the IRS describes as the fastest way to get them. Or you can sign a Form 8821, the Tax Information Authorization, which lets a person or firm you name receive your transcripts for the tax types and years listed.

Form 8821 is the right tool for this job. It lets the holder see the account. It does not let them speak for you, negotiate, or sign anything, and it does not require the holder to be eligible to practice before the IRS. Form 2848, the power of attorney, is a different form for a different job.

Some things a transcript does not cover, such as Massachusetts balances, which come from MassTaxConnect, and very high volumes of information returns, where the IRS says the online wage and income transcript will not generate and Form 4506-T is needed.

Where it shows a resolution that needs someone to act for you before the IRS, such as a hearing or an appeal, that is work for an attorney, CPA or enrolled agent under a power of attorney, and the summary is written so that whoever does it starts from the real figures.

What is an IRS transcript review?
A year-by-year reading of the IRS account and wage and income transcripts to establish the real balance, the collection end dates, any misapplied payments, missing returns or substitute returns, and penalties worth challenging, before deciding on a resolution.
Do I need to sign a power of attorney for a transcript review?
No. Form 8821, the Tax Information Authorization, lets a person or firm you name receive your transcripts. Or you can download them yourself from your IRS Online Account. A power of attorney is for acting on your behalf, which a review does not need.
Can a transcript review lower what I owe?
It can find reasons the balance is wrong: a payment credited to the wrong year, a substitute return that an original return would replace, or penalties that qualify for relief. Correcting those reduces the balance without any negotiation.
How far back does a transcript review go?
As far as the account needs. Account transcripts are available online for the current and nine prior years, and older ones through Form 4506-T. Wage and income transcripts cover the current and nine prior years.
Does a review cover my Massachusetts balance?
IRS transcripts cover only federal accounts. Massachusetts balances, notices and payment history are in MassTaxConnect, and a complete picture looks at both, because the same records usually drive both.
